This count reflects the spread of the data, not proof of a county-wide error: any large dataset has homes above and below the median, and §41.43(b)(3) lets an owner whose home sits above the median of its comps protest down toward it. The test is single-family residential only and doesn't weigh lot size, condition, pools, or other inputs the CAD's full model includes — check your specific home on the map.
