This is the share of judged homes the tool flags as having an
unequal-appraisal case — homes that received a verdict (parcels with
no comparable set are excluded). It is not a finding that a county
over-charges everyone: by construction, roughly half of all homes sit above
their local median, and §41.43(b)(3) lets any owner above the median of
